Definition of key concepts
Functional and active community-based school-support organisations: local non-profit groups that work directly with schools to support their improvement. Examples include school management committees (SMCs) and parent-teacher associations (PTAs). The most common type of member of these community groups are parents or care-takers of students attending the school. An active and fully-functioning community-based school support organisation contains sufficient numbers of representative members, meets on a frequent basis (usually once per quarter), and takes decisions and actions that result in tangible improvements of a school.
Grades for organisation’s level of activity:
a. HIGH – Organisation meets a minimum of 1 time per quarter and demonstrates at least one tangible decision result per meeting that impacts the improvement of the school
b. MEDIUM – Organisation meets a minimum of 1 time per semester and demonstrates at least one tangible decision result per meeting that impacts the improvement of the school
c. LOW – Organisation meets a minimum of 1 time per academic year and demonstrates at least one tangible decision result per meeting that impacts the improvement of the school
Instructions
What we measure:
Number of schools supported by functional and active CBOs.
Total number of schools targeted/surveyed.
Grade for level of each organisation’s activity: HIGH, MEDIUM or LOW
Who to measure:
Data to be disaggregated by:
a. School level (i.e., primary, lower secondary, upper secondary)
b. Activity level of CBO, according to given definition (mandatory)
c. Rural-urban (when relevant).
How to measure:
School survey and reports from CBOs.
To be reported on at least annually.
